This
document establishes the quality assurance/quality control (QA/QC) protocols
and procedures that govern sampling and analytical activities for projects at
15 ABW installations. The current AFCEE QAPP Version is 4.0.01 (AFCEE,
May 2005). The Installation-Wide QAPP (IWQAPP), Version 2.0, was
finalized in November 2002 and meets the requirements of the AFCEE QAPP,
Version 3.1 (AFCEE, August 2001). To meet the requirements of the AFCEE
QAPP, Version 4.0.01, the Installation-Wide QAPP required an update. The
update was developed as a programmatic document (as was the IWQAPP) to be
used in conjunction with project specific QAPPs. The

This
document—together with AFCEE's Guidance
for Contract Deliverables, "Appendix C: AFCEE
Quality Assurance Project Plan" (QAPP), Version 3.1" (August
2001)—establishes the quality assurance/quality control (QA/QC)
protocols and procedures that govern sampling and analytical activities for
projects at 15 ABW installations. Unless otherwise noted in
Project-Specific QAPP information, all field staff, contractors, and
subcontractors will be expected to comply with the procedures specified in
the IWQAPP and the IWFSP. This plan is used for CEVR projects.
This
document—developed from AFCEE's Guidance
for Contract Deliverables, "Appendix B: AFCEE Model
Field Sampling Plan, Version 1.1" (March 1997)— presents
the standard operating procedures and protocols for site characterization and
sample collection and analysis at 15 ABW installations in Hawaii. Unless
otherwise noted in Project-Specific FSPs, all field staff, contractors, and
subcontractors will be expected to comply with the procedures specified in
the IWFSP and the Installation-Wide Quality Assurance Project Plan to
maintain the uniformity of project data. This plan is used for CEVR projects.
