- This Delivery Order (DO) consists of an Engineering Evaluation/Cost
Analysis (EE/CA) for four sites at Bellows AFS, Hawaii, which comprise
Operable Unit (OU) 1.
- The four sites addressed by the EE/CA are:
- Base Landfill (LF01)
- Disposal Pit (DP17)
- Abandoned Barrels (SD22)
- Multiple Dump Sites (DP06)
- The overall objective of this EE/CA is to expedite site
characterization and remedial action (as warranted) at Bellows AFS to
facilitate the restoration of these sites.
- To achieve this objective, this project consists of the following
primary activities:

- The objectives of the NFRAP Decision Document Project are:
- to finalize several draft documents completed by CH2M HILL
and another contractor
- to collect soil and groundwater samples to determine if several
sites can be designated as NFRAP sites
- to close several sites at 15th ABW installations on Oahu and Kauai
as NFRAP by preparing closure documentation.
- This project includes several major tasks:
- Prepare Work Plan Documents for the project.
- Finalize several existing Preliminary Assessment/Site Inspection
(PA/SI) reports produced by another contractor, including ERPIMS
submittal of data collected.
- Finalize several NFRAP Decision Documents prepared by
CH2M HILL for Hickam AFB, Bellows AFS, Kaena Point Satellite
Tracking Station (STS), Palehua Solar Observatory, and Kokee AFS.
- Conduct a limited site inspection at sites at Hickam AFB, Kaala
AFS, Kokee AFS, and prepare Site Inspection (SI) reports.
- Prepare several closure letters and NFRAP Decision Documents for
sites at Hickam AFB, Bellows AFS, Kaena Point STS, Kaala AFS, Punamano
AFS, and Kokee AFS.

- This project implements Site Inspection (SI) activities at Bellows
Air Force Station (AFS) Areas of Concern (AOC) 18 (WWII Landfill), 20
(Former Motor Pool), and 21 (Former Base Decon Facility). In addition,
this project will provide Community Relations support, and Management
Action Plan support for Bellows AFS, Hickam Air Force Base (AFB), and
Hickam Petroleum, Oils, and Lubricants (POL) pipeline. This project will

Description of Task Order 173 (Back to Top)
- The objectives of the Removal Site Evaluation at the Pier Dump Site
are:
- To evaluate whether the Pier Dump Site (a) poses potentially
unacceptable risks to human health and/or the environment and requires
further remedial action, or (b) is eligible for a No Further Response
Action Planned (NFRAP) Category III or IV determination;
- To perform a limited interim removal action (IRA) during site
characterization activities; and
- To obtain sufficient data to support the development of various
remedial design alternatives (if needed) and the associated costs.
- This project includes several major tasks:
- Work planning
- Field investigation
- Data evaluation
- Baseline risk assessment
- Reporting (in the form of an RSE Report)
- Community relations

Description of Task Order 193 (Back to Top)
- The 15th Airlift Wing Civil Engineer Squadron/Environmental Restoration Element (15 CES/CEVR) at
Hickam Air Force Base (AFB) and the Air Force Center for Environmental Excellence (AFCEE) has determined
that physical hazards and potentially dangerous materials are present at four sites on Bellows Air Force Station
(AFS) and Marine Corps Training Area Bellows (MCTAB). Because of this, the Air Force will conduct a Feasibility Study
(FS) to evaluate various options and take appropriate actions to make the sites safe.
More data are needed to help decide which options will be the most feasible.
The four project areas are Site LF01 (Base Landfill), Area of Concern (AOC) 18 (World War II [WWII] Dump),
Site LF23 (Base Hardfill), and Site LF24 (Pier Dump). All are former landfills and dumps. These landfills and dumps
were used at various times in the 1940s through roughly 1970.
The four sites are located on military-training lands, and military- and public-recreation lands.
- Previous investigations at Site LF01, AOC 18, and Site LF24 have shown that elevated concentrations of
metals are present in soil; solid waste and potentially dangerous materials are also present at these sites. Because of this, the Air Force will evaluate various options and take appropriate actions to reduce the risks to military personnel and/or
recreational visitors who could potentially come into contact with these materials.
The purpose of this project is to collect more data to help decide which remedial options will work the best for the sites,
identify the most feasible remedial options, and design a conceptual plan for the selected options.
- The data collection will include:
- Collecting surface soil samples from Sites LF01 and LF24 to assist with evaluation of soil disposal options if remedial actions at the sites include soil excavation and disposal.
- Collecting groundwater data from Site LF01, AOC 18, and Site LF24 to help design a long-term groundwater-monitoring program.
- " Collecting groundwater and interstitial pore water samples from locations seaward of Site LF24 to assess whether groundwater contaminants are present and could be migrating offsite.
- " Collecting crab tissue samples from the beach and a surface water sample from Waimanalo Bay seaward of Site LF24, to evaluate potential contamination in the ecosystem.
This supplemental investigation will be conducted in three main steps. These are:
- Field Investigation. The Air Force will use field sampling methods to gather additional information about the levels of contamination in surface soil and groundwater, and will continue site restoration by removing glass and metal debris from the ground surface at two of the sites.
- Data Evaluation. The data will be used to decide: (1) how to best design a future groundwater monitoring program at three of the sites; (2) whether metals in surface soil at Site LF01 and Site LF24 are present at concentrations high enough to render the soil hazardous waste; and (3) whether groundwater discharging to the ocean near Site LF24 contains dissolved metals at concentrations which could pose an unacceptable risk to the ecosystem in Waimanalo Bay.
- Reporting. The investigation results will be reported in an Informal Technical Information Report (ITIR) that describes the methodology and results of the data collection and evaluation activities. Following the ITIR, a Feasibility Study (FS) Report will be prepared which will evaluate appropriate further restoration options for all four sites.

Description of Task Order 292 (Back to Top)
- The 15th Airlift Wing Civil Engineer Squadron/Environmental Restoration Element (15 CES/CEVR) at Hickam Air Force
Base (AFB) and the Air Force Center for Engineering and the Environment (AFCEE) are conducting a project to remove buried
waste and debris from a historical landfill known as the Pier Dump, located at Marine Corps Training Area-Bellows (MCTAB)
n Oahu, Hawaii.
- The Air Force has conducted numerous site investigations and tested soil and groundwater for chemicals of concern.
The investigations concluded that the chemical concentrations in soil and groundwater do not pose unacceptable risks
to human health or the environment, and a No Further Action Record of Decision for the site was signed in early 2008.
However, the continued presence of buried waste and debris near a heavily used military training and recreational beach area
generated substantial concern among the Waimanalo community, state regulatory agencies, and other stakeholders. In addition,
the shoreline adjacent to the site is subject to periodic erosion and storms that could expose the buried debris in the future.
In response to these concerns, United States Representative Mazie Hirono obtained funding to remove the buried waste and debris
to restore the site to unrestricted land use.
The funding for the removal project was received by the United States Marine Corps (USMC), which owns the facility,
and the Environmental Compliance Department at Marine Corps Base Hawaii (MCBH). The USMC subsequently transferred the funds
to AFCEE and 15 CES/CEVR for execution of the project because of their history and familiarity with the site.

Land Use Controls Implementation Plan (LUCIP) (TO 471) (Back to Top)
Description of Task Order 471 (Back to Top)
- This Task Order (TO) addresses the established and proposed land use controls (LUCs) for Installation Restoration Program (IRP) sites and areas of concern (AOCs) at Hickam Air Force Base (AFB), Bellows Air Force Station (AFS), and Kaala AFS. To date, there are no LUCs established for any sites or AOCs at Kaala AFS.
- This report also defines the responsibilities and procedures for implementing, managing, enforcing and tracking LUCs and, when appropriate, modifying or terminating LUCs. The purpose of this plan is twofold:
- To provide Base entities and personnel involved in facility management and project planning, design and implementation with information on the LUCs and LUC restrictions and guidance for ensuring LUC compliance.
- To provide documentation to regulatory agencies regarding implementation and management of LUCs identified in approved Hickam AFB and Bellows AFS decision documents.
