Small Contractors Outreach And Opportunities Program (SCOOP) Information

CH2M HILL is developing the design for San Diego County Water Authority's (SDCWA) new Twin Oaks Valley Water Treatment Plant Design-Build-Operate project. Our team is committed to encouraging diversity among our team members and advancing opportunities for small and disadvantaged firms. We are particularly interested in working with firms who are SCOOP-certified and firms who wish to become certified.

Numerous work elements are available for qualified firms. We invite you to register your firm with SDCWA and to find out more information about CH2M HILL's construction opportunities for this important design-build project to increase the supply of drinking water to San Diego County.

SCOOP firms are defined as follows:

  1. Small businesses that have been certified as Small Business Enterprises (SBE) by the Small Business Administration (SBA), Department of General Services (DGS) or Caltrans, or any other public agency using the size standards specified in 13 CFR 121
  2. Small businesses that have submitted a SCOOP application to the San Diego County Water Authority.
