Web Site Update/Check-in
- Refer requests for links, postings to web
site committee (Barbara Biggs, Matt Cook, Paul Frohardt, Jeanne Work)
- Create "pages" for working group summaries,
membership, updates, and meeting dates
Legislative Update
- Growth initiative is causing a debate. The
League of Women Voters and other groups have endorsed the growth initiative.
CML and others have come out against initiative.
- Property tax reduction initiative is also
causing a lot of debate
- DRCOG is concerned that growth initiative
would promote greater conflict between communities and cities (whose
comp plan takes precedence?)
- The Colorado State web site (Click on the
legislative button and go to ballot issues) has analysis of pros and
cons of these issues.
- The non point source committee has met on
state funding issue but has not yet produced draft legislation.
- The Pollution Prevention Forum will be on
September19th--Possibility of funding?
- CDPHE looking for increase in permit fee
for confined animal feeding operations
- There will be legislation which allows for
small unincorporated areas to receive grants from CDPHE
- Senate Bill 215 (Senator Evans) will probably
be coming back at the next session (re: water project for the front
range)
WQCC Update (Paul Frohardt)
- September hearing will be on the Cherry Creek
Reservoir and Reclaimed Wastewater rule making
- October commission meetingC mixing zone hearing
issue left over from the Basic Standards hearing
- October Triennial Reviews
- Site Specific Ground Water Quality Classification
- Basic Standards Ground water
- Continuing Planning Process document (CPP)
expires at end of this year. WQCC will have an informational hearing
in October. Have specifically flagged the TMDL issue.
- Financial assistance, Non-point source funding,
and the annual hearing on water pollution problems in the state will
be addressed at a two-day October hearing.
New Federal TMDL Rules (Tad Foster-- handout available
on web site)
- There are currently 6 lawsuits (brought mostly
by agricultural interests) against the TMDL rules
State Audit Report on WQCD (Greg Parsons)
- Report available on the WQCC web site or
available through the state auditor's office
State/EPA Performance Partnership Agreement
- Draft of performance agreement is at EPA
- It is supposed to be effective October 1,
2000 for two years
- Draft of the agreement is on the department
