Description of Delivery Order 56 (Back to Top)
- This Delivery Order (DO) addresses site characterization and closure at five sites (two fuel spill sites and three former underground storage tank (UST) sites) at Hickam AFB which have been subject to releases of petroleum product. The five sites that comprise this DO are:
- Challenger Loop (Fuel Spill Site)-The site is adjacent to a residential area where two pipeline breaks, accompanied by fuel leaks of undetermined volumes, occurred in 1994 or 1995, and 1998.
- Air Mobility Command (AMC) Stripper Pit (Fuel Spill Site)-The site is located near the fire station and flight line where jet fuel overflowed the stripper pit and spilled over the adjacent soil surface in 1998.
- Building 1815 (Former UST Site)-The site is the location of a former 920-gallon diesel UST located adjacent to Building 1815 (currently a dormitory).
- Site 2170B (Former UST Site)-The site is the location of a former 2,000-gallon reclaimed jet fuel (JP8) UST located north of Building 2170 in Fuel Area 11.
- Building 1035 (Former UST Site)-The site is the location of a former 500-gallon waste oil UST located adjacent to Building 1035 (currently an active military gas station).
- The overall objective of this project is to perform additional site characterization and obtain regulatory closure as feasible, or recommend follow-on actions as warranted. To achieve these objectives, this project consists of the following primary activities:
- Preparation of draft and final planning documents
- Project management, subcontract support, and administration and status reporting
- Field investigation
- Laboratory analyses, database management, and data validation
- Preparation of draft and final site characterization reports and UST closure documents

TO 81: Building 1815 Remedial Investigation Former Underground Storage Tank Site, Hickam Air Force Base, Oahu, Hawaii
Description of Task Order 81 (Back to Top)
- The Building 1815 UST site historically contained a 920-gallon underground storage tank (UST) used to supply a hot water heater in the building. A release of heating oil/diesel was detected during the UST removal and a subsequent Site Investigation. Up to two feet of LNAPL was observed floating on top of groundwater in temporary monitoring wells installed at the site. The site lithology generally consists of clay over silty sand and clay with limestone fragments. Tuff was not encountered above 15 feet bgs during the 2000 investigation. Groundwater was encountered at approximately 8.5 feet bgs. Building 1815 is currently being demolished. Once the debris is removed, the site should be leveled which will provide excellent access.
- The overall objective of this project is to perform a remedial investigation at Building 1815 to determine the extent of contamination
from a former UST and to develop recommendations for follow on actions. The primary objectives of the RI at Building 1815 include the following:
- Estimate the nature and extent of the petroleum contaminations
- Develop a comprehensive conceptual site model
- Assess the potential risks to human health and the environment
- Conduct a remedial alternatives analysis to identify and evaluate the implementability, effectiveness, and cost of various remedial actions
- Conduct a treatability study, if required to obtain additional data to support the selected remedy
- To achieve the above objectives, the following scope of work is planned:
- Site reconnaissance (including historical records review)
- Data gap analysis (Project Work Plan)
- Soil gas, soil, and groundwater sample collection to determine the extent of contamination
- Semi-annual groundwater monitoring for approximately two years
- Data validation and evaluation
- A treatability study, if required, to determine the practicability of free product removal
- Develop recommendations for follow-on actions
- Prepare an Environmental Hazard Management Plan, if required
- Attend meetings with the Air Force, Hawaii Department of Health, AFCEE, and general public; and provide meeting support

TO14: UST Closures at Various Sites, Hickam Air Force Base, Oahu, Hawaii
Description of Task Order 14 (Back to Top)
- CH2M HILL has been contracted by AFCEE to perform additional site investigation activities at former underground storage tank (UST) sites at Hickam Air Force Base (AFB). These former UST sites are the locations of potential former petroleum releases that impacted soil and possibly groundwater in these areas.
- Work will be performed at three UST site locations: at two former UST sites located in residential areas at Buildings 369 and 869, and at an active gas station located at Building 2072.
- The following activities were planned to support the project scope of work:
- Advancing soil borings
- Collecting soil samples
- Installing temporary groundwater monitoring wells as necessary to facilitate the collection of groundwater samples
- Submitting the soil and groundwater samples for laboratory chemical analysis and comparing the results with the HDOH Tier 1 action levels to determine whether the soil and groundwater conditions met the requirements for regulatory closure of the USTs
- The overall objective of this project is to perform additional site characterization and obtain regulatory closure as feasible, or recommend follow-on actions as warranted. To achieve these objectives, this project consists of the following primary activities:
- Project management, subcontract support, and administration and status reporting
- Field investigation
- Laboratory analyses, database management, and data validation

TO112: UST Closures at Various Sites, Hickam Air Force Base, Oahu, Hawaii
Description of Task Order 112 (Back to Top)
- The work to be performed under this TO includes historical document review, verification sampling at five (5) former UST sites, excavation of contaminated soil, archaeological monitoring, land treatment, and preparing addenda to site closure documents to support site cleanup and closure of former underground storage tanks (USTs) located at Buildings 484, 1037, 1050, 2045, and 2156 on Hickam Air Force Base (AFB).
- Approximately seven years ago, several USTs were removed from various locations on Hickam AFB. Recommendations to conduct additional verification sampling of soil and/or groundwater were presented in closure reports prepared at that time. Excavation of petroleum-contaminated soil was also suggested for some of the sites.
- This project supplements earlier UST closure investigations that have been conducted since 1997 at three former UST sites (Building 484, 2045, and 2156). This project also addresses an inactive UST at Building 1050, for which no previous closure activities have been conducted. This TO includes removal and permanent closure of the inactive tank.
- The following five sites make up this TO:
- Building 484 (Heating-Oil UST)-UST closed-in-place in 1997 by Engineering Sciences Pacific, Inc. (ESP), who performed the UST investigation and prepared a UST closure report for the Site.
- Building 2156 (Reclaimed JP-8 UST)-2,000-gallon tank formerly used to store jet propulsion (JP) fuel Type 8 (JP-8), reclaimed from an adjacent oil/water separator and adjacent fuel pipelines located at Building 2156. Removed in 1997; Jacobs Engineering Group Inc. (Jacobs) performed a UST investigation and prepared a UST closure report at that time.
- Building 2045 (Diesel UST)-Former 550-gallon diesel tank; removed in 1997. Jacobs performed a UST investigation and prepared a UST closure report.
- Building 1050 (Diesel UST)-Inactive 2,500-gallon diesel fuel UST.
- Building 1037 (1 Waste-Oil, 2 Diesel, and 4 Gasoline USTs)-Site (currently in use as a military gas station) contains two active 10,000-gallon gasoline and two 10,000-gallon diesel fiberglass reinforced plastic USTs that were installed in 1996.
- The overall objective of this project is to perform additional site characterization and
obtain regulatory closure as feasible, or recommend follow-on actions as warranted.
To achieve these objectives, this project consists of the following primary activities:
- Preparation of draft and final planning documents
- Project management, subcontract support, and administration and status reporting
- Field investigation
- Laboratory analyses, database management, and data validation
- Preparation of draft and final site characterization reports and UST closure documents

- The work to be performed under this TO includes the following:
- Inspecting aboveground storage tanks (ASTs) located on Hickam Air Force Base
- Developing and maintaining AST and UST databases to track relevant information related to ASTs and USTs on Hickam AFB and managed by CEV
- Conducting additional soil and groundwater investigations at eight (8) former UST locations (Buildings 869, 1037, 1120, 1815, 2072, 2156, 2170A, 3459)
- Proceeding with field activities (closure activities may include UST removal, free product removal, soil and groundwater sampling, and site assessments as appropriate, based on the background of the tank identified)
- This project consists of the following primary activities:

- The work to be performed under this TO includes the following:
- Inspecting underground storage tanks (USTs) located on Hickam Air Force Base
- Evaluate the presence of petroleum hydrocarbon constituents in soil and groundwater at UST sites
- Obtain sufficient post-UST closure analytical data to determine whether the UST sites require further action or may proceed to closure
- Update and maintain the 15 AW Civil Engineer Squadron/Environmental Quality Element (15 CES/CEV) aboveground storage tank (AST)/UST database
- Perform repairs and upgrades to selected AST systems
- This project consists of the following primary activities:
- Preparation of draft and final planning documents
- Project management, subcontract support, and administration and status reporting
- Field investigation, as follows:
- Collecting additional soil and groundwater samples at select sites to assess the presence of petroleum hydrocarbons at UST locations; sites to be sampled will be collected in accordance with 15 CES/CEV priorities and available funding
- Installing permanent monitoring wells to allow for future groundwater monitoring
- Conducting periodic groundwater monitoring at specific sites
- Installing extraction wells and performing product recovery at sites shown to contain recoverable LNAPL
- Removing contaminated material from sumps or cesspools
- Removing inactive USTs
- Laboratory analyses (Analyzing soil and groundwater samples for a variety of constituents of
interest to possibly include total petroleum hydrocarbons as diesel (TPH-d); TPH as gasoline (TPH-g); benzene, toluene, ethylbenzene, and xylenes (BTEX); polynuclear aromatic hydrocarbons (PAHs); monitored natural attenuation (MNA) parameters; and others), database management, and data validation
- Preparation of draft and final site characterization reports, EPMPs, and UST closure documents as appropriate
- In addition, as part of the construction of the C-17 nose
dock area, the Building 2020 and 2021 sumps and the Building 2021 cesspool are scheduled for closure.
- The work to be performed under this TO continues the tasks performed under TO 154.

- TO 120 and TO 297 continue the work performed under TO 258, TO 154 and TO 224.
The Statement of Work contains the following scope:
- Define the extent of contamination, perform cleanup actions, and prepare appropriate closure
documentation for approximately four former Underground Storage Tank (UST) sites.
- Potentially remove USTs or other underground structure.
- Install up to 12 monitoring wells by Direct Push System or Hollow Stem Auger as necessary to collect soil and groundwater samples to delineate contamination.
- Remove and recycle or dispose of free product, contaminated soil, groundwater, or wastes generated during this work.
- Perform repairs and maintenance of Aboveground Storage Tanks (ASTs).
- Develop/maintain/update ACCESS databases for ASTs and USTs and ensure compatibility with the Hickam Geobase.
- This scope will be achieved through the following activities:
