SDS and Fremont County: Highway 115

The SDS Project Participants are closely evaluating two water delivery
alternatives for the SDS project, including the Highway 115 Alternative
in Fremont County, named for the proximity the pipeline would travel
along Highway 115.
For the Highway 115 Alternative, SDS Project Participants –
Colorado Springs, Fountain and Security – would take water
they own the rights to from the north bank of the Arkansas River
at Highway 115 near Florence. A pipeline would be built to transport
the water west and north of Penrose and then along Highway 115.
Three water pump stations would be built in Fremont County to help
transport water through 17 miles of underground pipeline in Fremont
County to El Paso County. Additionally, we are working with two
Fremont County water providers on a plan to partner with them on
the Highway 115 Alternative.
The SDS Project Participants applied for a Special Review Use
Permit (SRUP) from Fremont County in September 2008. The permit
would outline Fremont County’s requirements as it relates
to construction, technical issues and mitigation of impacts for
the project. Our application covers all of these issues, including
how we will address impacts to private property, infrastructure,
roads and other areas affected by construction.
We are continuing to work with Fremont County to ensure we can
build the project to meet the needs and requirements of your communities.

On March 24, 2009, the Fremont Board of County Commissioners unanimously
approved a Special Review Use Permit for the Southern Delivery System.
