Fremont County Voices of Support for
SDS
“We’re pleased so many individuals and organizations
in Fremont Community have voiced such strong support for the Highway
115 Alternative for the Southern Delivery System (SDS),” says
SDS Project Director John Fredell. The Highway 115 Alternative for
the project originates in Fremont County.
“SDS will be a win-win for local communities in which construction
activity occurs,” Fredell says. “Of the $185 million
in construction in Fremont County, it is estimated that, $60 million
would be spent on construction labor alone.”
SDS project participants are proceeding with commitments to mitigation
that will avoid or address impacts from the project. Those agreements
are being developed with Fremont County to ensure the project can
be built in accordance with their land use criteria.

with the permission of the authors:

“The construction of the Southern
Delivery System (SDS) pipeline and related facilities (pump
stations) would provide a significant number of jobs and revenue
for our county... Fremont Economic Development Corporation
recognizes the benefits that the SDS project will bring to
the county and support approval of the Special Review Use
Permit at the hearing on February 10.”

“The Florence Council, through a number of meetings
with CSU representatives and the Fremont County Commissioners,
has had the opportunity to spend a considerable amount of
time learning about and reviewing plans for the proposed Southern
Delivery System (SDS) pipeline in Fremont County…Because
the City of Florence also owns and operates a water utility,
we understand that utilities have the right and even obligation
to develop their water rights to serve their communities.
That is exactly what the SDS project participants are attempting
to do. They have the constitutional right to develop their
water, as does any water utility… The City of Florence
believes there will be significant benefits accruing to both
our city and county residents if SDS is built through Fremont
County… For these reasons, the City Council of Florence
strongly encourages you to approve the land use permit for
the SDS project on February 10th.”

much about the future of the Fremont County community. That
is why I, and fellow members of City Council, respectfully
request that as you are reviewing the land use review permit
for the Southern Delivery System, you ensure that any county-wide
issues are addressed by the City of Colorado Springs….
With those measures in place, the City believes SDS could
be positive for our community and would encourage you to approve
this permit.”

“This project offers tremendous financial opportunity
for our county, local businesses, and the local economy. The
current estimated construction costs for SDS exceed $600 million
for Phase I alone, all which will directly benefit our local
economy. The construction of the pipeline and three pump stations
will require local tradesman, subcontractors, and suppliers
for work that will include pipeline installation, excavation
and earth moving, concrete supply and placement, electrical,
mechanical and paving. The money spent on goods and services
for the project and the people working on it will bring more
dollars into our local economy, which will benefit local restaurants,
hotels and gas stations…We are not in a position to
be turning down a project that will generate $600M in regional
construction...”

Additionally entities who previously expressed concerns about the
project including Holcim Cement and the Arkansas River Outfitters
Association have since changed their position on the project and
no longer in oppose the Highway 115 Alternative. Both made statements
at the last Board of County Commissioners hearing on February 11.
The Fremont County Board of County Commissioners will discuss SDS
at their next hearing date on February 24. The hearing starts at
9:30 a.m. at the Fremont County Administrative Building.
