of Entry
For some properties located along or in the vicinity of a pipeline
route, Colorado Springs Utilities will need to access properties
along the alignment to plan and design the possible pipeline route.
For select properties, the SDS project team may need to conduct
surveying work, geological studies, archaeological or ecological
surveys; or conduct a real estate appraisal for a potential easement
or acquisition.
Property owners may be asked to sign a Right of Entry (ROE) form
that spells out the purpose of the work, terms and conditions.
When permission has been granted, Colorado Springs Utilities contacts
the property owner prior to each visit. We make sure the property
owner is fully aware of when and where we need to be working. We
often encourage property owners to accompany our contractors or
staff if they are concerned about certain areas of the property
or about the work that is being conducted.
In the interest of complete disclosure, the ROE form lists the
full range of investigations that might be necessary on a piece
of property.
