Regional Partnerships

The Southern Delivery System is a regional project, with regional benefits. And we’ve taken a regional approach to the project from the beginning:

We’re partnering with Fountain, Security and Pueblo West. Fountain and Security will receive water from SDS under any of the scenarios being considered. Pueblo West’s ability to benefit from SDS depends on approval of a pipeline that draws water directly from Pueblo Reservoir through a pipeline beginning at Pueblo Dam.
In 2003, Pueblo and Colorado Springs and numerous other government entities signed the Arkansas River Water Preservation Principles, a foundation for how the communities will work together to create a more formal agreement regarding water issues of mutual interest.
In 2004, Pueblo and Colorado Springs and many other water providers implemented these principles by signing two agreements outlining how the two communities will proceed collaboratively on SDS and other water-related issues. Colorado Springs agreed to a regional flow-management program ensuring more consistent year-round flows on the river through Pueblo. In return, the City of Pueblo agreed to support our preferred alternative for SDS, connecting the project pipeline to Pueblo Dam. Our agreements with the City of Pueblo are tied to the success of a Southern Delivery System from Pueblo Dam.
We’re investing heavily and partnering with other communities throughout the 927-square-mile Fountain Creek Watershed to improve the condition of Fountain Creek.
